Madewell honored with OSSBA, Buddy Spencer Leadership Awards

Monte Madewell, member and vice-president of the Indian Capital Technology Center (ICTC) Board of Education, was named to the 2025 All-State Board of Education by the Oklahoma State School Boards Association (OSSBA) at their statewide meeting of school board members and school administrators.

This honor recognizes him as one of the five most outstanding school board members in Oklahoma. In addition, Madewell was awarded the Buddy Spencer Leadership Award, presented annually to one of the All-State members that demonstrates exceptional leadership and dedication to advancing boardsmanship on a local or state level.

Elected to the ICTC Board of Education in 2008, Madewell brings over 47 years of experience as a school administrator and hall of fame coach. Throughout his tenure, he has championed high standards of quality in education and fostered a student-first environment that prioritizes student success and achievement.

Under Madewell’s leadership, ICTC has achieved remarkable recognition, including being named No. 1 of all Technology Centers and Community Colleges in Oklahoma and the United States by niche. com, outperforming nearly 4,000 institutions nationwide.

ICTC also earned a spot in the top 10 percent of vocational schools nationwide, as highlighted in USA Today’s Top 250 List of America’s Best Vocational Schools released in July 2025.

Furthermore, ICTC has been designated a Gold Star School by the Oklahoma Association of Technology Centers for 14 consecutive years, meeting rigorous standards in student enrollment, retention, completion, job placement, student services, partner school relationships, and business/industry partnerships.

Madewell played a pivotal role in the expansion of ICTC’s facilities, including the construction of the fifth campus in Coweta in October 2023, serving Wagoner County, and the Adult Health Careers campus in Muskogee, home to the Practical Nursing, Radiology Technology, Occupational Therapy Assistant, and Physical Therapist Assistant programs.

Under his guidance, ICTC grew to become the fourth largest technology center in Oklahoma by full-time student enrollment in FY23.

ICTC continues to expand its program offerings under Madewell’s direction, adding nine new programs in 202425 and four more in 2025-26 across the district. These include Truck Driver Training, Plumbing, Electrical Trades, Cosmetology, Welding, Practical Nursing, Information Technology, and Health Careers Certification.

“Monte Madewell’s dedication and leadership have been instrumental in the growth and success of Indian Capital Technology Center. His passion for education and unwavering commitment to our students and community truly set him apart,” Superintendent Tony Pivec said.

“This well-deserved recognition by the OSSBA highlights the positive impact Monte has made over the years, and we are fortunate to have his expertise guiding our board and institution.”

“Mr. Madewell’s leadership and commitment to excellence have been a driving force behind ICTC’s continued growth and success. His ability to connect with students, staff, and the community exemplifies the true spirit of service and dedication,” Board of Education President Darrell Russell said.

“We are proud to have Monte representing our board and honored to see his efforts recognized statewide.”
