A Muldrow woman has reported being harassed and stalked by a registered sex offender who authorities say has a history of sexual violence, according to an affidavit filed by Sgt. Kevin Mackey of the Muldrow Police Department.
James C. Blount, 65, of Muldrow, was charged on August 18 with stalking or harassment and obscenity by telephone in Sequoyah County District Court. A warrant was issued for his arrest the same day, according to court records, and he received a $10,000 bond.
He is now set for a Sept. 3 arraignment before Associate District Judge Kyle Waters and is to have no contact with the alleged victim as a condition of his bond. On August 10, Mackey responded to a home on 1st Street in reference to a burglary investigation when he was informed of alleged stalking behavior involving Blount.
The victim told police that Blount had allegedly been sending her obscene Facebook messages and was repeatedly seen parked outside her residence in the early morning hours. The victim said Blount had sent her a friend request on July 30.
When she did not accept, Blount messaged her, “hey wyd today I guess I will have to take my own pics of you would that be ok with you.”
Just two days later, on August 1 at 2:16 a.m., Blount allegedly sent another message that was sexually explicit in nature.
The victim told authorities that Blount often sits in his pickup outside her home as late as 2, 3, or 4 a.m., claiming he is there to look for a family member.
Mackey stated in his affidavit that he was familiar with Blount and confirmed through the National Crime Information Center that Blount is a convicted sex offender.
Records show Blount was convicted in Texas of aggravated rape of a 14-year-old and is required to register as a sex offender indefinitely. He was previously charged in Sequoyah County with failing to register as a sex offender in May, though that case was later dismissed.
Mackey advised the victim to seek a protective order against Blount. He also noted that the victim requested that police issue a trespass warning to Blount and his family member, prohibiting them from returning to the property.
