The Sequoyah County Commissioners voted to accept all proposals for six-month road materials to ensure resources are available for county projects, but awarded proposals based on cost, proximity and availability.

The awards are through Dec. 31.

The move to accept all proposals is in keeping with previous procedures, and is a practical decision, because “if you get in a bind — if something catastrophic happens — and you had to use [other vendors] and you’ve not accepted them,” then it could negatively impact county work, District 1 Commissioner Ray Watts explained.

If the county needs to use a vendor whose proposal has not been accepted, the commissioners would have to put the item on a meeting agenda for approval. By awarding all proposals — prioritized based on cost, proximity and availability — the commissioners ensure their options for using the cheapest price depending on proximity and availability.

The commissioners said the practice is common among all other counties.

Those awarded the road materials bids were: Arkola/Apac, Asphalt & Fuel Supply LLC, Coastal Energy Corp., Cullum Equipment Services, D.P. Supply Co., Emery Sapp & Sons, Ergon Asphalt & Emulsions, Fensco, Logan County Asphalt Co., Longan Construction, McKenzie Asphalt, Mid-Continent Concrete Co., NSP Stone Supply, Robinson Construction, Stigler Stone Co., Stone Splitters Aggregates, Souter Construction, Tulsa Asphalt, Vance Brothers, Wilson Culverts, and Wright Asphalt Products Co.

In addition to the 22 bids opened Monday, Assistant District Attorney Andy Williams has authorized the commissioners to open to more bids — Job Construction and U.S. Lime — at their 10 a.m. meeting next Monday.

In other business, the commissioners approved a resolution establishing the Gonzales Family Private Cemetery, as well as a resolution to renew for Fiscal Year 2025 ACCO-SIF Workman’s Compensation Insurance.

The commissioners also approved annual renewals of agreements for:

• Correctional communications services between City Tele-Coin Co. and Sequoyah County Sheriff ’s Office

• Law enforcement mutual aid for voluntary cooperation and operational assistance between City of Sallisaw and Sequoyah County Sheriff ’s Office

• Juvenile detention services between Eastern Oklahoma Youth Services and Sequoyah County for the Pittsburg County Regional Juvenile Detention Center

• Custom maintenance contract for HVAC services between Elite Building Solutions and Sequoyah County Jail A project agreement for a lake access project at Robert S. Kerr Reservoir in District 2, which is a grant to resurface roadways, was also approved.

The commissioners also renewed a reimbursement contract from the Oklahoma Department of Environmental Quality grant for the Sequoyah County Sheriff ’s Office. A renewal application was approved for the State of Oklahoma’s Attorney General’s “Safe Oklahoma” grant for the sheriff ’s office.

In addition, the commissioners approved updated disaster recovery plans for Fiscal Year 2025 for the commissioners office; county districts 1, 2 and 3; and the county court clerk’s office.

The commissioners also approved appropriations transfers from:

• District 2 sales tax to District 2 capital outlay for the purchase of a 2025 Mack truck

• Cab 1 salaries to courthouse security (sheriff ’s office) in the amount of $1,985.50

• District 3 maintenance and operations to District 3 capital outland for the purchase of a grader

• OSU Extension maintenance and operations to OSU Extension travel in the amount of $1,000 The commissioners further approved a plat for Shady Acres, which consists of eight lots and a public road that will not be maintained by the county.

A 475-foot section of 4650 Road that runs through Brushy Elementary School campus was approved to close from 8:30 a.m. to 2:15 p.m. on school days “for the safety of the children.” A required public hearing is expected to be held to finalize the closure.

A 1999 Mack truck in District 2 was approved for surplus, which will be sent to auction.

The commissioners also closed an inmate trust account at Firstar Bank and opened a new account at Local Bank.
